2nd SymbNET Capacity-building Event for Research Managers & Administrators:

Understanding the lump sum funding scheme in European collaborative projects, from the pre-award and post-award point of view.

24 March 2023

Instituto Gulbenkian de Ciência, Oeiras, Portugal

Research-performing institutions aim to create optimum research and a supportive environment enabling leading scientists to focus on science and collaboration. These conditions assume particular importance when applying for competitive funding for collaborative projects, where competition is high, success rates are low and new requirements are constantly being requested by funders, as in the case of the European Framework Programmes. Preparing also involves deploying professional research manager administrators familiar with the needs and novelties necessary for these applications.

After a first trial at the Horizon 2020 programme, lump sum funding in the Horizon Europe programme, has been introduced in collaborative projects, with plans to expand to other projects such as the ERC. Lump sum funding refers to a research project's payment scheme and budget model. Horizon Europe is extending the scope of lump sum grants to simplify and reduce administration and financial errors by removing the need to report actual costs. However, the introduction of a lump sum has implications for how proposals are developed in the pre-award phase and funded projects are implemented in the post-award phase. Due to the increasing likelihood of coming across a lump sum grant in the Horizon Europe and future European Framework Programmes, research managers and administrators must understand this rising model and learn new ways of designing proposals and managing projects.

The motto of the second SymbNET capacity-building event is to discuss how Research Managers & Administrators (RMAs) can better support collaborative projects with the lump sum scheme during the pre-award and post-award phases. Namely, how does lump sum work in practice? How to write the deliverables/tasks and prepare a budget for a lump-sum grant application? And how to report costs, request your payments and justify deviation?

The event is tailored to staff members from all institutions involved in SymbNET (FCG-IGC, ITQB NOVA, Kiel University, EMBL, and the University of Lausanne) and staff members from other Portuguese research institutes who can benefit from this training.
